Will hair grow back if you....?

my friend pulled her hair and saw a little white ball at the end. she pulled it so much that she has a bald spot in their head in that spot. she is scared that her isn't going to grow back since she did that. but is it the hair follicle if it is would she grow her hair back where the bald spot is?
