Looking for name of semi aquatic mammal?

Okay so it's a semi aquatic mammal and I think it's a rodent found in Bolivia and places around there. I heard that years ago it was declared a fish by the church, so that christians would have an excue to eat meat on Fridays. I forget the name, can anyone help?
